CS Group – Sopra Steria selected by CNES to structure the future European space surveillance offering

Paris, March 19, 2026 – CS Group, a subsidiary of Sopra Steria, has been selected by CNES (the French space agency) to design and develop “STREAMS”, a strategic programme aimed at strengthening French and European space surveillance capabilities.

A strategic programme for space safety and sustainability

With the surge in orbital traffic, the proliferation of constellations and the growing risks associated with debris, space surveillance is becoming a major strategic issue in terms of security and technological sovereignty. Commissioned by CNES, CS Group – Sopra Steria will design and develop STREAMS to sustainably enhance French and European capabilities in space situational awareness and control.

The programme is structured around three key pillars:

  • Strengthening the national catalogue of space objects by federating hundreds of sensors (optical, radar, radiofrequency and, ultimately, satellite-based) serving civil, commercial and defence uses.
  • Operating the European CAESAR service, dedicated to the detection and management of in-orbit collision risks.
  • Modernising CNES’s SSA IT infrastructure to improve performance, resilience and data processing capabilities.

STREAMS will be deployed alongside a leading industrial ecosystem – Aldoria, Hemeria, Safran Data Systems and Auticon – to establish a robust and interoperable European framework.

A recognised expertise supporting European space ambitions

With over forty years of experience in space, CS Group designs, integrates and operates critical systems dedicated to orbital surveillance and space risk management. This expertise is underpinned by major programmes:

  • OSMOSE, the national space surveillance catalogue for CNES, serving as the core system for SSA data management and exploitation, also contributing to European EU-SST services.
  • ESSOR, part of the France 2030 initiative, aimed at demonstrating an integrated service combining optical and radar sensors, with the objective of building a dynamic catalogue that could reach nearly 100,000 objects by 2030.
  • SIS-NEXT, a next-generation information system dedicated to protecting military space infrastructure, capable of aggregating and processing massive volumes of data from space- and ground-based sensors in real time for highly critical applications.
